Enugu state government to shut schools, markets obeying ‘sit-at-home’ tomorrow

Governor Peter Mbah of Enugu State has threatened to close schools, markets and transport units that failed to open for business and academic activities on Monday henceforth.

The governor issued the threat in a Public Service Announcement made available to journalists on Saturday night, adding that the directive was a sequel to his recent ban/cancellation of Mondays’ sit-at-home in all nooks and crannies of the state starting from Monday, June 5, 2023.

The statement partly read, “This is to inform all schools, markets, retail outlets, hospitals, transporters, malls and the general members of the public that, in view of the recent ban/cancellation of Mondays’ sit-at-home by the Government of Enugu State, in all nooks and crannies of the state, they have been directed to go about their normal businesses and activities every day of the week, including Mondays.

“The above-mentioned bodies and others alike are required to comply with the directive as adequate security measures have been taken to guarantee their safety.

“Members of the government’s task force will be moving around to monitor compliance. Any market, transport outlet, or any other body that fails to open for business risks being shut down immediately.”

Meanwhile, the Enugu State Commissioner of Police, Ahmed Ammani, has ordered Area Commanders, Divisional Police Officers, Commanders of PMF Squadron Bases, and other Tactical and Operational Units of the Command, to deploy personnel and all the operational and intelligence resources at their disposal to actualize the declaration, by ensuring maximum public security and safety of citizens and their property in the state.

The Commissioner in a statement issued through the Command’s Spokesperson, DSP Daniel Ndukwe, titled, “End to illegal sit-at-home: Enugu CP orders adequate deployment of policing resources and perfecting of strategies already devised,” appealed for the cooperation of the citizens to ensure the success of the directive of the governor.

Ammani, however, warned miscreants and troublemakers that the Command would not spare anyone in whatever name that would try to cause trouble in the state.

The statement reads, “Sequel to the declaration of the Executive Governor of Enugu State, Dr Peter Mbah, putting an end to the illegal Sit-at-home order in the state, the Commissioner of Police, CP Ahmed Ammani, further directs all units and formations to ensure that the strategies already devised to reverse the ugly trend are implemented to the letter, warning that lapses on their parts shall not be tolerated.

“The Commissioner notes that innocent and law-abiding citizens of the State deserve to go about their lawful businesses without fear of harassment or physical threats by unscrupulous and subversive criminal elements, enforcing the illegal Sit-at-home order.

“Hence, he tasks the Supervisory Officers and personnel under them to live up to expectations, by ensuring that every part of the state is visibly patrolled and necessary policing actions taken to forestall possible adverse activities of the undesirable criminal elements.

“CP Ammani reiterates that the operations to end the illegal Sit-at-home order will be jointly executed by the Police, the Military, and other Security Agencies in the state.

“Therefore, he warns unrepentant and subversive criminal elements, known to have in recent times murdered fellow brothers and sisters, destroyed their property and disrupted the social and economic well-being of their people without conscience, in the name of enforcing the inconceivable illegal sit-at-home order, to turn over a new leaf, as the Security Forces shall not spare any person or individuals found wanting.

“The CP, therefore, enjoins citizens of the state to cooperate with the Police and the Joint Security Forces, while remaining law-abiding and vigilant as they fully begin to go about their lawful businesses on Mondays, like every other work day.

“He urges them to promptly report criminals and their activities on such days and beyond to the nearest Police Station or call the Command’s emergency hotlines on 08032003702, 08075380883, 08086671202 or 08098880172 for necessary policing actions.”

Yahaya Bello: Appeal court halts execution of contempt charge against EFCC chairman

The court of appeal in Abuja has ordered the stay of proceedings in the contempt charge instituted by Yahaya Bello, former Kogi governor, against Ola Olukoyede, chairman of the Economic and Financial Crimes Commission (EFCC).

A Kogi state high court presided over by Isa Jamil Abdullahi, had ordered Olukoyede to appear before it on May 13 to show why he should not be committed to prison for allegedly disobeying its order restraining the EFCC from arresting or taking any action against Bello.

However, the EFCC chairman filed an appeal against the court summon.

Olukoyede filed two motions — one seeking a stay of execution of the summon — and another one asking to serve processes on Bello via substituted means by pasting the process at his Abuja residence on No 9 Bengazi Steet Wuse Zone 4.

In its ruling on Friday, a three-member panel of justices led by Joseph Oyewole granted the two motions.

The appellate court fixed May 20 for the hearing of the substantive appeal marked CA/ABJ/CV/413/2024.

BACKGROUND

On February 8, Bello instituted a fundamental rights enforcement suit, asking the court to declare that “the incessant harassment, threats of arrest and detention, negative press releases, malicious prosecution” by the EFCC — “without any formal invitation — is politically motivated and interference with his right to liberty, freedom of movement, and fair hearing”.

The former governor also sought an order “restraining the respondent by themselves, their agents, servants or privies from continuing to harass, threaten to arrest or detain him”.

On February 9, the Kogi high court granted an interim injunction restraining the EFCC from “continuing to harass, threaten to arrest, detain, prosecute Bello, his former appointees, and his staff or family members, pending the hearing and determination of the substantive originating motion for the enforcement of his fundamental rights”.

On March 12, the EFCC filed an appeal against the interim injunction because the court could not stop the commission from carrying out its statutory responsibility.

The Kogi high court delivered judgment on the substantive motion on notice on April 17 wherein the presiding judge granted an order restraining the EFCC “from continuing to harass, threaten to arrest or detain Bello”.

However, the judge directed the commission to file a charge against Bello before an appropriate court if it had reasons to do so.

The judgment coincided with the recent “siege” laid on the Abuja residence of Bello by EFCC operatives seeking to arrest him.

The commission had also obtained a warrant of arrest against the former governor from the federal high court in Abuja.

The EFCC is seeking to arraign Bello on 19 counts bordering on alleged money laundering, breach of trust and misappropriation of funds to the tune of N80.2 billion.

At the scheduled arraignment on April 18, Bello was absent.

At the court session, Abdulwahab Mohammed, counsel to Bello, told Emeka Nwite, the presiding judge, that the court lacked jurisdiction to grant the warrant of arrest in the first instance.

He referenced the February 9 interim injunction issued by the Kogi high court, adding that the appeal filed by the EFCC was still pending.

However, the EFCC has filed a notice to withdraw the appeal.

In the notice filed on April 22, the anti-graft agency said the withdrawal was predicated on the fact that events have overtaken the appeal.

The commission also admitted that the appeal was filed out of the time allowed by law.

CONTEMPT OF COURT

Bello approached the Kogi high court, seeking an order to issue and serve the respondent (EFCC chairman) with “form 49 notice” to show cause why an order of committal should not be made on him.

The judge, after listening to the arguments of the applicant’s counsel, the submission and the exhibits attached in the written address, granted Bello’s prayers and ordered Olukoyede to be summoned to appear before the court to answer the contempt charge.

Boris Johnson turned away from polling station after forgetting valid ID

Boris Johnson, former prime minister of the UK, was turned away from his local polling station after forgetting to bring the required photo identity.

Johnson had joined locals in South Oxfordshire on Thursday to vote in the police and crime commissioner election.

Polling officials however told him he would not be allowed to vote without providing his identity.

There are 22 acceptable forms of ID in the UK including passports, driving licences, blue badges, and certain local travel cards.

As prime minister in 2022, Johnson introduced the Elections Act which requires photo ID — a development that sparked intense criticisms from Britons.

Last year, the Electoral Commission warned that the new law could exclude hundreds of thousands of people, including minorities and those with disabilities.

A spokesperson for Johnson confirmed he had forgotten the photo ID, but that he was able to cast his ballot after he returned with a valid ID.

“Mr Johnson voted Conservative,” Sky News quoted the spokesperson as saying.

Downing Street said it would “look into” changing the controversial rules which require photo ID in order to vote, so that ID cards of veterans can be added to the list of valid identification.

Lagos state government uncovers another under bridge apartment in Ikoyi

The officials of Lagos State Environmental Sanitation Corps (LAGESC) have discovered an illegal settlement under the Osborne Bridge in Ikoyi.

Tokunbo Wahab, commissioner for environment and water resources in Lagos, on Thursday, said officials of LAGSEC have commenced immediate clearance of the place.

“Another illegal settlement was discovered under the Osborne Bridge, Ikoyi. Lagos State Environmental Sanitation Corps @LAGESCOfficial (KAI) commenced immediate clearance operation,” Wahab wrote in a post on X.

The recent discovery comes 24 hours after officials of the ministry of environment uncovered apartments under the Dolphin Estate Bridge where tenants pay N250,000 rent annually.

Wahab disclosed that 86 rooms partitioned into 10×10 and 12×10, and a container, were discovered by an enforcement team of the Lagos ministry of environment.

Thirty-three persons were arrested at the under bridge apartments.
