Windows, Gates And A Firewall: Microsoft’s Delicate Castle In China

Microsoft, which is in talks to buy part of Chinese video app TikTok, is one of the few US tech titans that have managed to succeed in China.

The software giant has kept its business alive in the country by complying with strict local laws, despite the communist nation’s wide-reaching censorship.

Here are some key points about the technology and gaming group’s operations in the world’s second-biggest economy.

A pioneer

Microsoft arrived in China in 1992 and opened its largest research and development centre outside the United States. It now employs around 6,200 people in China.

The ubiquitous Windows operating system is used in the vast majority of computers in China — despite Beijing promising in recent years to develop its own operating system. The company’s success has a downside, however, as its software is widely pirated.

The important Chinese market, which is very restrictive for foreign firms, represents a drop in the ocean of Microsoft’s business, accounting for barely 1.8 percent of its turnover, president Brad Smith said at the beginning of the year.

Microsoft’s Bing is one of the few foreign search engines operating in China — although it is far behind its local competitors Baidu and Sogou, which dominate the market.

Bill Gates

Microsoft founder Bill Gates has long embodied a model of success in the eyes of many Chinese people and his books are bestsellers in the country.

President Xi Jinping visited the company’s headquarters on a state visit to the US in 2015, where he met with Gates and his wife.

Today, as the head of his humanitarian Bill & Melinda Gates Foundation, the 64-year-old has the prestige of a head of state in Beijing.

In February Xi wrote Gates a letter thanking him for his support during the coronavirus epidemic.

Censorship and control

China censors all subjects considered politically sensitive in the name of stability, and internet giants are urged to block unwanted content online.

Refusing to comply with Beijing’s strict demands, American giants Facebook, Twitter, Instagram and YouTube, as well as Wikipedia and several other foreign media, are blocked by China’s “great firewall”.

Microsoft, however, operates its professional LinkedIn network in the country by complying with the draconian censorship rules through a local joint venture.

Skype and Teams, its other two big platforms, are also available in China.

It’s not all smooth sailing though, with Bing temporarily taken offline last year, prompting speculation the search engine had been blocked by censors.

Smith told Fox Business News at the World Economic Forum in Davos that “there are times when there are difficult negotiations with the Chinese government.”

The Greatfire.org website, which tracks online censorship in China, accused Bing a few years ago of redacting results containing sensitive information.

– Video games –
In 2000 Beijing halted the sale of all consoles because of their alleged negative effects on the “mental health” of young users, although they remained available illegally.

After the ban was lifted, Microsoft in 2014 was the first foreign firm to break into the video games market in China with its Xbox One console.

Also in 2014, the Chinese competition authorities opened an anti-monopoly investigation against Microsoft and its Windows software.

Around 100 inspectors raided the group’s offices in four Chinese cities, confiscating files and questioning employees.

No casualty as fire guts section of FRCN building in Lagos

A fire outbreak at the Federal Radio Corporation of Nigeria (FRCN) in the Ikoyi area of Lagos has reportedly damaged the studio of the station.

The fire reportedly broke out Wednesday evening at the studio section of the radio station.

The Lagos State Fire and Rescue Service said it was alerted about the fire incident at about 5:30 pm, noting that firefighters from Dolphin and Ebute Elefun were the first responders.

“The public is, however, assured that the collaborative efforts with the Federal Fire Service and other emergency responders, including the Nigerian Police, have put the situation under control and confined it to the studio section of the U-shaped, one-storey building where it emanated,” a post by the agency on X reads.

“While the cause of the fire is yet unknown, with no report of any casualty, damping down of the fire embers continues. Update to follow as situation demands.”

NDLEA relocates to new headquarters in Abuja

The National Drug Law Enforcement Agency has officially relocated its headquarters to a new facility in the Jahi area of Abuja.

The first phase of the project inaugurated during an interdenominational service on Wednesday, is expected to be completed with the 2025 budgetary provisions.

This was disclosed in a statement by the NDLEA Director, Media and Advocacy, Femi Babafemi on Wednesday.

Speaking at the ceremony, NDLEA Chairman and Chief Executive Officer, Brig. Gen. Mohamed Marwa, described the move as a vital step in the agency’s development.

Marwa explained that the new headquarters was necessary to accommodate the agency’s expansion and improve operations.

He stated, “I’m glad we have finally moved in to occupy this facility after initial budgetary constraints. Even though this is the first phase of the new headquarters project, we are hopeful that we will be able to complete the process with next year’s budget.

“This is not 100% completed but it is sufficiently functional for us to move in because I was determined to move in before the end of 2024 because with the expansion of the Agency, the headquarters also expanded, and in our old location we could not accommodate everyone. I have had to post scores of officers due to a lack of space for them to work.

“It was for this reason that the management took a unanimous decision that since it was not 100% ready and we needed it, we should make it a low-key inauguration ceremony. This will enable us to relocate some of our directorates still operating outside Abuja into one facility to consolidate our operations for efficiency, effectiveness and seamless coordination.”

He added that the old head office in Gimbiya, Garki area of the FCT will continue to serve as the headquarters annex.

He thanked President Bola Tinubu for his continued support and encouragement to the agency to be in a position to achieve its mandate of curbing substance abuse and illicit drug trafficking in the country.

“The support we are getting from our international partners and local stakeholders, especially President Bola Tinubu, the National Assembly, the Judiciary and the citizenry, is not just to appreciate our efforts but to encourage us to do more and I believe this new work environment will motivate you to surpass past feats,” Marwa stated.

In his welcome remarks, the agency’s Secretary, Shadrach Haruna, commended Marwa for providing inspiring leadership that has in three years transformed NDLEA into the same class as its counterparts across the world in terms of professionalism, capability and capacity.

Haruna said, “The commissioning of our headquarters today is part of the incremental but well-laid agenda for the repositioning of the Agency by the chairman. We have witnessed some monumental achievements since 2021, including increasing the staff strength of the Agency from 5,000 to 15,000. Promotion of officers, opening up of vacancies, payment of accumulated allowances to staff and widows of our fallen officers, the recent amendment of the Agency’s enabling law by the National Assembly, and many more.

Christian and Islamic prayers were offered for Tinubu and Nigeria while a commemorative plaque was unveiled to mark the event.

Governor Okpebholo approves free rides for residents

The Edo State Governor, Monday Okpebholo, has approved free bus services for the people of the state through the Edo City Transport Service.

In a press statement on Tuesday issued by the Chief Press Secretary to the governor, Fred Itua, the initiative is part of the Okpebholo administration’s drive to entrench his policy direction.

The free bus service, according to the statement, will cover Benin metropolis and the three Senatorial Districts of the state (Intra and Intercity routes) and is part of the governor’s commitment to enhance the welfare of all Edo people.

The statement added, “The bus services will ease the transportation stress. Our people who plan to move around within the Benin metropolis and out will be able to do that without any extra financial burdens.

“Edo Central, like Ekpoma, Iruekpen, Irrua, Uromi, and other places, are also part of the routes the free transportation services will cover.

“Edo North is fully captured. Agbede, Auchi, Okpella, Fugar, and other parts of Edo North are covered in the free transportation scheme of Governor Monday Okpebholo.”
