Lagos flags off biggest food security systems and logistics hub in sub-Saharan Africa

The Lagos State Government has moved to reduce vulnerability to food shortages and guarantee uninterrupted food supplies as it has flagged off the construction of what will be the largest Food Security Systems and Central Logistics Park in sub-Saharan Africa.

The groundbreaking ceremony was performed on Wednesday by Governor Babajide Sanwo-Olu, at the site of the facility being built on 1.2 million square metres of land in Ketu-Ereyun, Epe.

The establishment of the food park is a component of an audacious 5-year Agricultural and Food Systems Road Map (2021–2025) launched in 2021 by the Sanwo-Olu administration to enhance food sufficiency in Lagos.

To create wealth for over 5 million traders, guarantee food supplies to over 10 million Lagosians

The central food and logistics hub is expected to create direct wealth for more than 5 million traders in the agricultural value chain when completed, while also guaranteeing uninterrupted food supplies to more than 10 million Lagosians, at least 90 days, in a period of scarcity.

Transactions on food items in Lagos are estimated to be N5 trillion yearly, just as farmers daily lose 40% of produce worth millions due to lack of post-harvest storage system.

Governor Sanwo-Olu said the central food hub would guarantee greater returns for farmers and investors in the agro-allied sector, as the facility would cut out several layers of middlemen and facilitate improved access to modern processing and packaging services.

He pointed out that market matrix generated from the facility would help the Government generate useful data for public planning and for the use of private sector players to project investment.

He said, “Today’s flag-off of the Food Security Systems and Central Logistics Park is proof of our administration’s commitment to addressing the challenges of stakeholders in the Agri-space and giving hope to the people through improved quality of life. I make bold to say this is one of the most important interventions in agricultural sector that Nigeria has ever seen. The fact that this project is taking off in Lagos, the fastest-growing sub-national entity, means that it is bound to have significant national, regional, and continental impact.

“This hub will provide a better buying experience for consumers, help achieve a reduction in logistics costs, while guaranteeing the standardisation of quantity and quality for agricultural products. It also will improve productivity, guarantee greater returns for farmers, by cutting out several layers of middlemen. It will facilitate improved access to modern processing and packaging services for farmers and generate useful data for the use of government agencies, private sector players, and multilateral agencies.”

Sanwo-Olu said the choice of the location for the project was strategic, given its easy access and proximity to agrarian settlements. He said the State had secured a well thought out funding scheme to kick off the project, which he promised will be delivered in last quarter of 2024.

He explained that the Lagos agricultural road is expected to take full advantage of all value chains in which the State has competitive and comparative advantages, with a view to scale up self-sufficiency in food production from 18 to 40%.

The Governor said the hub, when completed, would add to the catalogue of life-changing projects sited within Epe Division, which include 32-metric tons per hour Rice Mill in Imota, Agbowa-Ikosi Timberville, and Ketu-Ereyun Psychiatric Hospital, among others.

Speaking at the occasion, the Lagos State Commissioner for Agriculture, Abisola Olusanya, said the current global food shortages were parts of the harsh consequences of climate change and global warming, which, he said, had led to economic instability in some countries.

She said, “Upon completion, the Central Food and Logistics Park will unleash the potential in both the upstream and downstream of agricultural sector. This project will further reaffirm the leadership of Lagos as the first destination for agricultural produce along the West African corridor.’’

The project partner, Origin Group, assured the first phase of the project, which requires building storage facilities, would be delivered in the next 7 months.

Bayero’s lawyers withdraw from Kano emirship case

Lawyers representing Aminu Ado Bayero, 15th emir of Kano, have withdrawn in the ongoing Kano emirate tussle before the state high court.

At the resumed court session on Thursday, Abdul Muhammed, counsel to the first respondent, informed the court that he had an affidavit of fact dated July 3, attached with a notice of appeal and a motion of stay of proceedings.

He urged the court to stay proceedings pending the hearing and determination of the motion at the appeal court.

“When a judge of a high court is aware of application in a higher court, the notification in the dependency in the lower court must be in affidavit of facts,” he said.

“It is expected that a trial court should stop the hearing on the matter pending the hearing and determination of the motion on notice.”

He told the court that they were served with the court processes on Thursday morning.

He sought an adjournment that would enable them to respond but the court refused his prayers.

He therefore announced his withdrawal of service from the case.

Sanusi Musa, another member of the team, announced their withdrawal from the case on behalf of the other counsels for the first respondent.

“Myself and other counsels apply for the withdrawal of our representation and appearances,” Musa said.

Hassan Kyaure, counsel to the third, fourth and fifth respondents, told the court that he has filed an application for an extension of time and counter affidavit in response to the originating motion.

Kyaure prayed the court to set aside the Kano State Emirate Council repeal law as due process was not followed. He also asked that a fine of N1 billion be awarded against the plaintiffs.

Sunday Ekwe, counsel to the sixth respondent, told the court that he had nothing to present.

Responding, Eyitayo Fatogun, counsel to the applicant, urged the court to discount the respondent’s affidavit of facts pursuant to order 39, rules 1 and 2 of the court.

“The motion refers to a proposed notice of appeal not a notice of appeal. It shows that the affidavit of facts is just to delay the proceedings. My lord, the business of today is for the hearing of all pending applications,” he said.

Fatogun asked the court to dismiss the third, fourth and fifth respondents’ applications on the issue of Kano Emirate Repeal Law because the issue is not before the court.

THE RULING

Delivering the ruling, Amina Adamu-Aliyu, presiding judge, refused the application for a stay of proceedings.

“The respondent did not disclose any special fact to warrant any stay of proceedings,” she said.

The judge adjourned the case until July 18 for ruling on the applications for extension of time, notice of preliminary objection, setting aside ex parte order, joinder application, and for the judge to recuse herself, among others.

The applicants in the suit are the attorney-general of Kano, the speaker, and the Kano house of assembly.

Respondents are Aminu Bayero, Nasiru Ado Bayero, Ibrahim Abubakar II, Kabiru Muhammad Inuwa, Aliyu Ibrahim Gaya, inspector-general of police (IGP), director of the Department of State Services (DSS), Nigeria Security and Civil Defence Corps (NSCDC), and the Nigerian Army.

In May, the court restrained Aminu Bayero from parading himself as the Emir of Kano pending the determination of the suit.

The court also ordered the police to take over the Nassarawa palace where Bayero has been sheltering since he returned to Kano after his dethronement.

Kebbi state government declares Monday public holiday to celebrate new Islamic year

The Kebbi government has declared Monday a public holiday to celebrate the beginning of a new Islamic calendar.

Auwal Manu-Dogondaji, the state commissioner for establishment, announced the holiday in a statement on Friday.

Manu-Dogondaji said 1st of muharram, the new Islamic year, is usually celebrated on Sunday.

He said the Nasir Idris-led Kebbi government moved the holiday to Monday due to the significance of the new Islamic year.

Historically, the 1st of muharram marks the moment the prophet migrated from Makkah to Yathrib (now called Madinah).

The migration is called hijra in Arabic.

The commissioner congratulated all Muslims on the arrival of the new Islamic calendar.

He urged the Muslim community to continue to offer fervent prayers for the peace, security and prosperity of the state and the country as a whole.

“I extend the congratulation of the governor to the entire Muslim Ummah across the globe,” the commissioner added.

Security operatives barricade Lagos EFCC office ahead of planned protest

Armed security operatives have occupied the entrance to the Economic and Financial Crimes Commission (EFCC) office in Ikoyi, Lagos.

The development comes ahead of a youth-led protest tagged #ReformEFCC.

The organisers said the protest is aimed at kicking against some of the modus operandi of the anti-graft agency.

On Wednesday, the EFCC urged parents and guardians to warn their wards against partaking in a planned protest organised by a “shadowy group”.

EFCC claimed that the group has been “actively campaigning on social media, recruiting impressionable young Nigerians, including students, to take up arms against the agency”.

Some Nigerians have been criticising the anti-graft agency for its night raids of hotels, clubs and hostels.
